Overview
Hurricane Florence was a long-lived Cape Verde hurricane and the wettest tropical cyclone on record in the Carolinas. The sixth named storm, third hurricane, and the first major hurricane of the 2018 Atlantic hurricane season, Florence originated from a strong tropical wave that emerged off the west coast of Africa on August 30, 2018. Florence became a tropical depression near Cape Verde on August 31 and progressed west-northwest, becoming a Tropical Storm on September 1. Florence strengthened rapidly on September 4–5, becoming a Category 4 storm on the Saffir-Simpson wind scale with maximum sustained winds of 130 mph. Florence weakened to a tropical storm by September 7, but the system regained hurricane strength on September 9 and major hurricane status with winds of 140 mph on September 10. However, increasing wind shear caused the storm's winds to gradually weaken over the next few days. However, the storm's wind field continued to grow. By the evening of September 13, Florence had been downgraded to a Category 1 hurricane. Hurricane Florence made landfall near Wrightsville Beach early on Friday September 14, and weakened further as it slowly moved inland.
Florence produced extensive wind damage along the North Carolina coast from Cape Lookout, across Carteret, Onslow, Pender and New Hanover counties. Thousands of downed trees caused widespread power outages to nearly all of eastern North Carolina. The historic legacy of Hurricane Florence will be record breaking storm surge of 9 to 13 feet and devastating rainfall of 20 to 30 inches, which produced catastrophic and life-threatening flooding. The hardest hit areas included New Bern, Newport, Belhaven, Oriental, North Topsail Beach and Jacksonville, along with Downeast Carteret County, or basically south of a line from Kinston to Cedar Island. A storm total rainfall of 34.00 inches was reported in Swansboro, while the NWS office in Newport recorded 25.20 inches. Wind gusts of 106 mph were reported at Cape Lookout with 105 mph at Fort Macon.

THIS QUICKLY TRANSITIONED TO RIVER FLOODING AS THE NORTHEAST CAPE FEAR RIVER ROSE RAPIDLY, FLOODING COUNTLESS ROADWAYS AND HOMES ALONG AND FAR AWAY FROM THE RIVER WITH NUMEROUS TRIBUTARY STREAMS FLOODING AS WELL. PORTIONS OF INTERSTATE 40 WERE CLOSED NEAR WALLACE DUE TO RIVER FLOODING, AS THE RIVER SHATTERED ITS PREVIOUS RECORD CREST FROM HURRICANE FLOYD. IT IS UNKNOWN YET THE EXACT CREST HEIGHT, BUT BASED ON SURVEYS THE CREST WAS BETWEEN 3 AND 5 FEET HIGHER WITH HURRICANE FLORENCE. ONSLOW...EXTREME RAINFALL IN THE UPPER REACHES OF THE NEW RIVER IN CENTRAL AND NORTHERN ONSLOW COUNTY LED TO DEVASTATING FLOODING NEAR THE RIVER AS HUNDREDS OF HOMES BECAME INUNDATED SOON AFTER THE RAIN FELL. RECORD FLOODING ALONG THE NEW RIVER WAS OBSERVED, AND IS ESTIMATED TO BE 3 TO 5 FEET HIGHER THAN THE PREVIOUS STORM OF RECORD, HURRICANE FLOYD. LENOIR AND CRAVEN...IMPACTS ALONG THE NEUSE RIVER IN BOTH LENOIR AND CRAVEN COUNTIES ARE STILL BEING OBSERVED. THE RIVER HAS CRESTED IN KINSTON AT 25.78 FEET ON THE 21ST, RANKING THIRD HIGHEST ALL TIME BEHIND HURRICANES MATTHEW AND FLOYD. US 70 WAS CLOSED IN KINSTON FOR SEVERAL DAYS AS FLOODWATERS INUNDATED NUMEROUS HOMES AND BUSINESSES ON THE SOUTH SIDE OF KINSTON. FURTHER DOWNSTREAM IN CRAVEN COUNTY, MANY HOMES AND ROADS WERE INUNDATED ON THE NORTH SIDE OF THE RIVER ABOVE NEW BERN. INLAND CARTERET...RECORD RAINFALL ACROSS CARTERET COUNTY LED TO FLOODING OF THE NEWPORT RIVER FOR THE FIRST TIME IN RECENT HISTORY, WHICH OVERFLOWED ITS BANKS AND INUNDATED MANY HOMES AND BUSINESSES NEAR THE RIVER. HUNDREDS OF WATER RESCUES WERE PERFORMED, AS THE RIVER AND SMALLER TRIBUTARIES ROSE RAPIDLY. THE DAMAGE PATH STARTED TOWARD THE NORTH END OF FULFORD POINT ROAD AND CONSISTED OF NUMEROUS SOFTWOOD TREES SNAPPED, SOME HARDWOODS THAT WERE UPROOTED AND A UTILITY POLE THAT WAS DESTROYED. THE PATH CONTINUED TO THE INTERSECTION OF LOWLAND ROAD AND FULFORD POINT ROAD WHERE NUMEROUS BLOW DOWNS AND SOFTWOODS WERE SNAPPED. THE DAMAGE PATH MAY HAVE CONTINUED FARTHER TO THE SOUTHWEST BUT WAS NOT ACCESSIBLE TO US. WITH LESS THAN 10 SOFTWOODS SNAPPED IN ANY GIVEN AREA THE MAXIMUM WINDS WERE KEPT AT 90 MPH. 2 SE KUHNS CARTERET 15/0234 EF1 34.77 -77.10 THE NATIONAL WEATHER SERVICE IN NEWPORT/MOREHEAD CITY NC HAS CONFIRMED A TORNADO 2 MILES NORTHEAST OF STELLA IN CARTERET COUNTY AND WHITE OAK TOWNSHIP IN SOUTHERN JONES COUNTY ON THE EVENING OF SEPTEMBER 14TH, 2018. THE TORNADO WAS ASSOCIATED WITH HURRICANE FLORENCE. A CONCENTRATED AREA OF SNAPPED PINE TREES COULD BE FOUND ALONG HIGHWAY 58 NORTH OF THE COLDWATER CREEK NEIGHBORHOOD AND NORTH OF HADNOT CREEK. MORE THAN 25 PINE TREES WERE SNAPPED IN THIS AREA AND ARE CONSISTENT WITH ESTIMATED WIND SPEEDS OF AROUND 100 MPH. ALONG THE SAME GENERAL PATH, ANOTHER MORE CONCENTRATED AREA OF DAMAGE WAS FOUND NEAR ST. JAMES AME ZION CHURCH ALONG HIGHWAY 58. HERE, MOSTLY EAST OF THE HIGHWAY, OVER 50 PINE TREES WERE SNAPPED, AND WINDS WERE ESTIMATED AROUND 105 MPH IN THIS LOCATION. A FEW HARDWOOD TREES WERE UPROOTED NEAR THE END OF THE DAMAGE PATH, JUSTOVER A MILE FARTHER DOWN HIGHWAY 58 NORTH NEAR THE ENTRANCE TO THE CROATAN NATIONAL FOREST. 6 W HAMMOCKS BEACH STAT ONSLOW 15/0703 EF1 34.62 -77.24 THE NATIONAL WEATHER SERVICE IN NEWPORT/MOREHEAD CITY NC HAS CONFIRMED A TORNADO NEAR CAMP LEJEUNE IN ONSLOW COUNTY, NORTH CAROLINA ON SEPTEMBER 15TH, 2018. THE TORNADO WAS ASSOCIATED WITH HURRICANE FLORENCE. THE DAMAGE PATH STARTED ALONG HIGHWAY 172, SOUTH OF LYMAN ROAD. MOST OF THE DAMAGE WAS CONFINED TO ABOUT 10 TO 15 SNAPPED PINE TREES WITH A FEW UPROOTED PINE TREES. MOST OF THIS DAMAGE WAS ORIENTED TOWARD THE SOUTHWEST OR WEST. HOWEVER, A SMALL BUILDING THAT WAS OPEN TOWARD THE WEST, HAD DAMAGE INSIDE THE BUILDING POINTED TOWARD THE SOUTHEAST OR IN THE OPPOSITE DIRECTION OF THE STORM MOTION. WE WERE NOT ABLE TO EXAMINE THE TOTAL PATH, BUT MORE DAMAGE WAS FOUND TO THE NORTHWEST OF THE INITIAL POINT CROSSING LYMAN ROAD. AGAIN, SOME SNAPPED TREES ALONG WITH UPROOTED TREES WERE FOUND HERE AS WELL. DUE TO THE LOWER CONCENTRATION OF SNAPPED TREES, MAXIMUM ESTIMATED WINDS ARE 90 MPH. 4 S MINNESOTT BEACH CRAVEN 13/2353 EF1 34.92 -76.81 THE NATIONAL WEATHER SERVICE IN NEWPORT/MOREHEAD CITY NC HAS CONFIRMED A TORNADO NEAR HAVELOCK IN CRAVEN COUNTY NORTH CAROLINA ON THE EVENING OF SEP 13TH 2018. THE TORNADO WAS ASSOCIATED WITH HURRICANE FLORENCE. A LARGE SWATH OF SNAPPED PINE TREES WERE FOUND IN THE CHERRY BRANCH NEIGHBORHOOD OF HAVELOCK. THE DAMAGE WAS MOST EXTENSIVE FROM NEAR THE DEAD END OF SEATTLE SLEW DRIVE SOUTHWEST TOWARD THE INTERSECTION OF ROUTE 306 AND PINE CLIFF ROAD. OVER 100 PINE TREES WERE SNAPPED IN THIS GENERAL AREA, WITH A FEW PINE AND HARDWOOD TREES UPROOTED NEAR BOTH ENDS OF THE DAMAGE PATH. MAXIMUM ESTIMATED WINDS WERE 105 MPH. G.
